  • I wrote to Star Ferry and this was there respond:

    We are writing in response to your email regarding the new bicycle fare.

    Although users paid HK$13 for carriage of each bicycle when we operated the Hung Hom/Central and Hung Hom/Wanchai ferry routes, the fare itself was in
    fact not good enough to cover the incremental handling cost of the carriage. Years ago, considering that there were only several bike carriage
    transactions in a week, we launched a trial scheme to allow bicycle carriage on the lower deck of the ferry running between TST and Wanchai only when the
    lower deck is not used for passenger carriage. Nevertheless, before and after the cessation of the two Hung Hom ferry services in April last year, the rising demand of this non-passenger-carriage service has inevitably caused a want of an additional crew to man the duty of operating the ferry's lower deck gangplank. Here, it is worth mentioning that under normal circumstance when the deck is not used for passenger carriage, no such duty deployment is required. Therefore, with reference to the user-pays principle, it is reasonable for users to pay for this non-passenger-carriage service. Although the approved fare of HK$13 is still unable to cover the actual incremental handling cost, we shall endeavour to continue providing the bicycle carriage service at cost.

    The new fare will take effective from 24 June 2012, and the approved fare is the same as that in the past Hung Hom / Central and Hung Hom / Wanchai ferry routes. Details on the new fare will be announced shortly.

  • Never accept the answer at face value. Reply politely requesting more details. Research their license conditions and also formally complain to the transport dept for an explanation of why the Star Ferry is entitled to make such a significant fare adjustment without public engagement (they have a monopoly). Also try to lobby a legco personality who is eco and bike friendly to make a fuss over this. Email the newspapers, especially any reporters who covered the previous fare increase so as to make them aware of the issue. Star Ferry is wary of negative publicity and this increase quickly follows the previous increase. Get other cycling groups onside especially the Hong Kong Cycling Alliance.

  • It is a waste of time. I try already. write to star ferry & HK cycling Association, but NO reply. HK Government agree the fare increase in April. It also need the Government's policy to change all these. But NO one in the Government ride bike like us. That's why we not speak the same language. Also ; Never see a Civil Servant will ride bike to work. Our voice is toooooo little. HK is a $$$ city. No-one care about us. We just have to work our way around.

  • Roy, the Cycling Association have done what they can to try and oppose it (including ensuring media exposure of the fare rise and their opposition to it). The problem is the Star Ferry.

    Also, and to be fair to civil servants, there must be some who ride bikes to work. Presumably that is why bike parking was installed in the new Tamar headquarters/Legco and is constantly in use.

  • Thanks Tom & Slayer, It is nice to see someone in the Top Government joining the bicycle ride in the country park. Hope he can cancel the restriction of riding a bicycle in all country park in HK. That would be the goooood news for allllll biker. Thanks.
